RESOLUTION FOR SHARED MUNICIPAL SERVICES INCENTIVE GRANT APPLICATION

 

SHARED MUNICIPAL SERVICES INCENTIVE

2007-2008 SMSI GRANT PROGRAM

TOWN OF YATES

RESOLUTION

At the meeting of the Town Board of the Town of Yates held on November 27, 2007, the following resolution was moved by Councilperson Rutledge, seconded by Councilperson Bentley and adopted by vote of the Town Board.

RESOLVED:

  1. The Town Board of the Town of Yates authorizes the Town Supervisor, Russell Martino, to submit an application to the Shared Municipal Services Incentive (SMSI) Grant Program for the 2007-2008 Program Year. 
  1. The Village of Lyndonville shall act as the “Lead Applicant” for the SMSI grant application, and the Village Mayor, Marc Scarr, shall be named as the “Lead Applicant Contact Person” on the grant application form.
  1. The Town Board agrees to serve as “Co-Applicant” and hereby authorizes the Town Supervisor to execute all financial and administrative processes and instruments relating to the grant program. 

4.      The grant application shall be submitted for a “Shared Municipal Services Incentive” award that would enable the Village of Lyndonville and Town of Yates to work cooperatively to retain a consultant to conduct a Consolidation Study for the Village and Town.  The study will address the potential for shared services as well as for the consolidation of the two municipalities into a single entity.  The project has been proposed to reduce the number of governmental entities and to reduce the cost of government services by the cooperative delivery of public services.

  1. Based on the estimated cost of $39,120 for consultant and legal services, the Village and the Town will apply for a maximum grant amount of $35,208.  The local share of the project cost is $3,912.
  1. The Village of Lyndonville will apply for the SMSI grant program with the Town of Yates as the Co-applicant.  The two communities will equally share the local cost of $3,912 and will provide $1,950 from each municipality’s operating budget.

7.   The Town of Yates will work with the Village of Lyndonville to prepare and execute an inter-municipal agreement setting forth individual responsibilities to participate in the conduct of the study and to work toward the implementation of the proposed recommendations.

RESOLUTION FOR SHARED MUNICIPAL SERVICES INCENTIVE GRANT APPLICATION

RESOLUTION

            At the meeting of the Town Board of the Town of Yates held on November 27, 2007 the following resolution was moved by Councilman Belson, seconded by Councilman Bow and adopted by vote of the Town Board.

RESOLVED:

1-The Town Board of the Town of Yates authorizes the Town Supervisor, Russell Martino, to submit an application to the Shared Municipal Services Incentive (SMSI) Grant Program for the 2007-2008 Program Year. 

2-The Town of Ridgeway shall act as the “Lead Applicant” for the SMSI grant application. The Town of Yates will act as a “Co-Applicant”.

3-The Town Board authorizes the Town Supervisor to execute all financial and/or administrative processes relating to the grant program.

4-The grant application shall be submitted for a “Shared Municipal Services Incentive” award that would enable the Town of Yates, the Village of Lyndonville and the neighboring Towns of Shelby and Ridgeway to jointly purchase and share the use of specialized highway equipment.  The three towns and the village have identified the need to purchase a vacuum excavator, a track excavator, a track bulldozer and a pneumatic tire roller.  The project has been proposed to reduce the cost of government services by the cooperative purchase of expensive equipment that will be used to install and maintain water supply and stormwater drainage systems and for excavation and restoration associated with various construction or maintenance projects involving highways and streets. 

5-The Town of Ridgeway will apply for the SMSI grant program with the Town of Shelby, the Town of Yates and the Village of Lyndonville as co-applicants.

6-Based on the estimated cost of $368,287 for the equipment to be purchased and shared, the Town will apply for a maximum grant amount of $331,458.  The local share of the project cost will be $36,829.

7-The Town of Yates is committed to providing 30 percent of the local share of the project cost, or $11,048.70.

8-The Village of Lyndonville is committed to providing 10 percent of the local share of the project cost, or $3,682.90.

9-The Town of Ridgeway is committed providing 30 percent of the local share of the project cost, or $11,048.70.

10-The Town of Shelby is committed to providing 30 percent of the local share of the project cost, or $11,048.70.

11-The source of the funds to pay the Towns’ local shares will come from the respective Highway Equipment Reserve Accounts of the Lead Applicant and the two Town Co-applicants.  The source of the funds to pay the Village’s share will come from the Village’s General Fund Budget Line Item A5110.2 entitled “Streets Department – Street Equipment.”

12-The Town of Ridgeway will issue a Bond Anticipation Note (BAN) in the amount of $368,287 to have the funds on hand to pay for the equipment on delivery.  Ridgeway will request reimbursement from the State for $331,458 and $25,780.30 from the three co-applicants to be used with its local share of $11,048.70 to retire the BAN.

13-The Town of Ridgeway will work with the Town of Yates, the Village of Lyndonville, and the Town of Shelby to prepare and execute an inter-municipal agreement setting forth individual responsibilities for the implementation of the project including, but not limited to, the required financial commitments, use and maintenance of the equipment, storage of the equipment, insuring the equipment, and scheduling use of the equipment.
